Obituary
Charles F. “Chuck” Donnelly 71, of Winfield, WV, passed away peacefully Wednesday, May 6, 2020 at Cabell Huntington Hospital after an extended illness.
Charles was born and raised in Washington, DC. He was the son of the late William “Bill” and Jacqueline Donnelly.
Charles was an attorney and served as the General Counsel for the United Mine Workers in Washington, DC and West Virginia. He received his Law Degree at Ohio Northern in Ohio, his Masters with Marshall University, and attended classes with Harvard. He served his country with the United States Marines. He was involved with the Boy Scouts of America.
Charles was an avid Notre Dame fan, and enjoyed being with his family. He loved his home state of West Virginia and loved being around people. He had his own view of politics and always had a strong opinion on that topic.
Charles was preceded in death by his parents.
He is survived by his wife of 42 years, Judy Donnelly of Winfield, WV; son, Sean Donnelly of North Myrtle Beach, South Carolina, second son, Felipe; sisters, Patsy Doherty of North Carolina and Eileen Donnelly of Maryland; brothers, Bill Donnelly of Maryland, Brian Donnelly of Maryland, Dan Donnelly of California; and many nieces and nephews.
Due to the coronavirus, a private family service will be held Monday, May 11, 2020 at Barlow Bonsall Funeral Home, with The Very Rev. Father Donald X. Higgs officiating. Burial will be in Donel C. Kinnard State Veterans State Cemetery, Dunbar, WV.

So sorry about Chuck. We loved him and Mom as well. He tried to help Mom with legal stuff when we were not around.
I would like to get our phone # to see how you are doing. Please forgive me for not keeping in touch. It seems like my life has went by fast in working and raising a family.

Chuck was simply one of the finest people I’ve ever had the privilege to call my friend and the world will always feel a little colder now that he’s no longer here to make it a kinder place. He showed everyone he came into contact with how to treat both friend and adversary with unwavering respect. And he exercised his considerable intellect so delicately and with so much self-deprecating wit that he always left everyone he came into contact with feeling validated and understood. Chuck was a walking example of the kind of person we should all aspire to be. It was my honor and privilege to be his co-worker, quite often his partner, and, most importantly, his friend.

I knew Chuck when he was a young boy and lived with his parents in Rocville. I remember his two wonderful parents and the family they nourashed befpre they both passed while so young. I have often wondered what became of their family and see that Chuck had a successful life. My family remembers them all so well and they and their parents live in our memories. They were wonderful neighbors so many years ago. I will share with my family the news of Chuck’s passing

Chuck recently donated his entire personal labor library to the Southern
Appalachian Labor School (SALS), as noted in the attached correspondence.
Chuck was a loyal supporter of SALS and I hired him in the 1980’s during his
career to teach Labor Law in the Industrial Relations and Human Resources
degree program that we started at West Virginia University Institute of
Technology
Chuck was an outstanding legal advocate for coal miners and the working
class. He successfully dealt with many complex legal situations during
challenging times facing miners and the UMWA. He will be greatly missed
